Government Certification Specialists Inc. (GCS Inc.) of Leesburg, Virginia is a veteran
owned consulting firm that focuses on helping small, disadvantaged businesses apply for,
attain, and maximize the benefits of the Small Business Administration 8(a) program.
We are a group of management consultants, technical writers and editors, financial analysts, and
business development specialists with extensive SBA 8(a) program experience. Our staff members have
all either served as military service members, federal program managers, commercial business program
managers, or federal contractors (specializing in defense activities), and most of our employees
possess independent business ownership experience as well.
We approach the SBA 8(a) certification process with a unique combination
of perspectives to help you:
A federal bureaucracy perspective—meaning we understand firsthand the complicated paperwork, regulatory vocabulary and administrative processes involved in the SBA 8(a) application process and contracting with the federal government

We are conveniently headquartered in Northern Virginia within 30 minutes’ driving distance of
Washington, DC, Congress and the United States Capitol; the Defense Pentagon in Arlington,
Virginia; and
Small Business Administration headquarters, allowing us to represent our customers
before government officials in person if required.
Another aspect that separates Government Certification Specialists Inc. from some of its

market share. We purposefully assist less than 100 clients per calendar year because we want to
cater to all of our customers’ unique concerns and provide them with as much personalized,
