The eligibility rules for the United States Small Business Association 8(a) Business Development program mandate that participating firms must submit, and obtain SBA’s approval of a business plan before they are eligible to receive 8(a) contracts.

Business plans must be submitted to the SBA within 30 days of the firm’s orientation session unless an extension is formally granted by a designated Business Development Specialist.
